Because the temperature represents the average kinetic energy of a large number of particles, and the air is relatively thin, the number of particles is relatively small, so the average kinetic energy generated is relatively low, and the temperature measured by the instrument becomes an “illusion”.
The same is true in a vacuum, where there is almost no matter, much thinner than the air on earth. If there is no protection of the earth’s atmosphere, the temperature in vacuum will be higher than the earth’s surface in theory, but the vacuum is very low, because there are few particles, which can not effectively store heat and the heat transfer is relatively slow.
